Ms Elizabeth Wade
Elizabeth leads NHS England and NHS Improvement (NHSEI)’s national work to develop the strategy and policy framework for Integrated Care Systems and to build the strategic partnerships required to support their ongoing development. Elizabeth has held senior strategy and policy roles in NHSEI since 2017. As Deputy Director of the Strategy Group, she led a portfolio of work focussed on tackling the social and economic determinants of health, including the healthcare anchor institutions programme.
Before joining NHSEI Elizabeth was Director of Policy and Strategy for Pharmacy Voice – an umbrella trade association for community pharmacy providers – where she led the organisation’s policy research, analysis and influencing activities. Elizabeth was previously Deputy Director of Policy at the NHS Confederation where she oversaw the organisation’s core programmes, member networks and policy campaigns. As Head of Commissioning Policy and Membership for the Confederation, Elizabeth was part of the team that established NHS Clinical Commissioners (NHSCC) as the independent membership organisation for CCGs.
Elizabeth started her career as a national graduate management trainee and then held roles in health improvement, primary care development and commissioning, including Head of Primary Care Commissioning for a London PCT. She has also worked as a Senior Fellow at the Health Services Management Centre at the University of Birmingham, where she developed the Centre’s teaching, research and policy engagement work on health and social care commissioning and established the UK’s first MSc in Public Service Commissioning.
