Chief HR & OD Officer, NHS England and NHS Improvement

Thomas Simons is the Chief HR & OD Officer and Acting Deputy Chief People Officer for NHS England and Improvement in the People Directorate and has been leading the work with the Human Resources and Organisational Development (HR&OD) profession across the NHS. This includes the delivery and publication of ‘The future of NHS human resources and organisational development report’ which outlines the ten-year strategy for the human resources and organisational development services in the NHS and aims to make the NHS the best place to work for all NHS staff, as set out in the People Promise. Thomas feels strongly that this moment is a generational opportunity for the HR&OD community to use our voice, talents, and skills to make sustainable change for our people and help unify us around this opportunity.

Thomas has a wealth of HR&OD experience and expertise, at both a regional and national level, where he has delivered large scale change, service transformation and improvement in HR services. These roles have included Executive Director of Human Resources and Organisational Development at Chelsea and Westminster Hospital NHS Foundation Trust, the lead for HR&OD in the Northwest London ICS and Chief People Officer at East & North Hertfordshire NHS Trust.
