Matthew Swindells
Matthew is the Chair of the Board for the four acute hospitals that make up the North West London Acute Collaborative – Chelsea and Westminster Foundation Trust, Hillingdon Foundation Trust, Imperial College Hospital Trust and London North West Hospital Trust, with 33,000 staff and a turnover in excess of £4bn per year.
He is also national Chair of the Trustees for the charity Citizens Advice which works through a network of over 200 local charities to shape a society that is fairer for everyone by providing confidential advice to over 2.5 million people per year and advocating on behalf of people facing the hardest challenges in their lives.
He also runs his own consultancy, MJS Healthcare Consulting, through which he provides strategic advice on service redesign and digital transformation in global healthcare to a small number of innovative organisations.
Matthew has spent his entire career in healthcare, most recently as Deputy Chief Executive and National Director for Information and Operations for NHS England. In this role he led the NHS's national commissioning, operational performance, emergency response and major transformation programmes. He was also responsible for the development of the NHS’s digital strategy and launch of the NHS app, which enables people to access their GP health record, interact with the NHS and provided the national covid vaccine passport.
Matthew’s NHS career started as a management trainee and includes a series of operational management roles in the NHS up to Chief Executive at the Royal Surrey County Hospital and as the NHS’s first Chief Information Officer. He worked in government, firstly as head of the health team in the Prime Minister’s Office of Public Service Reform and then as special policy adviser to the Secretary of State for Health, during which time the government passed the smoking ban legislation and the NHS was identified as the world’s leading health system. After this, Matthew moved into the private sector and took his family to America to be Senior Vice President for global strategy and population health for Cerner, then the world’s largest dedicated healthcare IT company.
Matthew is President of the Health Care Supply Association and holds a Visiting Professorships at Imperial College Institute of Global Health Innovation.
