Julie Rogers

Chief Executive, Healthcare People Management Association

A chartered fellow of the CIPD, Julie has worked in the public sector for over four decades in a wide range of social policy, OD and HR roles.

Prior to joining HPMA as their CEO in July 2024, Julie was the Deputy CEO and Director of Workforce & OD at Health Education and Improvement Wales (HEIW), NHS Wales.

Julie held the position of National Workforce Director in the Department of Health & Social Services, and the head of profession for NHS Wales from 2013-18. Whilst in Government, she was instrumental in campaigning for a single workforce, education and training body for Wales. Having established ‘HEIW’ in 2018 she joined the organisation and went on to lead the development of Wales’s first ‘Health and Care Workforce Strategy 2020-30’. During covid she supported the national roll-out of the vaccination programme and workforce deployment. One of her proudest achievements is the development of multi award-winning resources and programmes to support executive talent pipelines, professional development and to embed compassionate leadership across NHS Wales.

Julie’s career history spans Government, the Welsh Parliament and the NHS, and a wide range of social policy, OD and HR roles. She has previously won awards and achieved recognition for her contribution to the reform of social care policy and legislation in Wales. In 2021, she was a finalist for HPMA People Director of the year.
