Senior Programme Lead, Kent and Medway Integrated Care Board

Jacqui is a Senior Programme Lead with NHS Kent and Medway. Jacqui’s focus is the Mental Health Urgent and Emergency Care pathway where she has had a lead role in the transformation and commissioning of community crisis alternative services.
With over 40 years of experience across health and social care, Jacqui brings a rare breadth of insight shaped by roles spanning clinical practice, senior leadership, commissioning, and service development. A Registered Mental Health Nurse by background, she has worked across NHS, voluntary and community sectors, and private providers, with a particular focus on mental health and substance misuse services across London and the South East.
Jacqui has been instrumental in shaping both national and local strategies aimed at improving access, quality, and outcomes in mental health care. As both a professional and a parent of someone with lived experience, she brings both systemic understanding and a deeply personal commitment to compassionate, person-centred care.
A strong advocate for multi-agency collaboration, Jacqui has led innovative service redesigns such as the development of co-located and community based Safe Havens. These crisis alternatives have demonstrated real impact—reducing A&E attendances and hospital admissions, while creating more humane, community-rooted support.
Her work is underpinned by a clear focus on equity, experience, and evidence—ensuring services meet the needs of individuals, families, and communities in meaningful and measurable ways.
