How can we fix financial flows to incentivise care closer to home

With the need to ‘hardwire’ financial flows, ensuring they become instinctive so that care moves closer to home, reforming how money moves round the system is essential.

The session will cover the need to reform how different parts of the NHS are funded, with payment mechanisms currently rewarding hospitals for their ‘activity’ and the rest of the system for their ‘efforts’, as stated by Lord Darzi. The panel will investigate the variety of possible payment schemes available, tying into the NHS Confederation's previous report, Unlocking Reform and Financial Sustainability: NHS Payment Mechanisms for the Integrated Care Age.
